This article describes the rules and supported scenarios for transferring Nebula Organizations (ORGs), including cases where Pay-As-You-Go (PAYG) is enabled. It also explains limitations, prerequisites, and the correct procedures depending on the licensing model. The information is intended for Zyxel partners, system integrators, and support engineers.
Note: Pay-As-You-Go (PAYG) is available only to approved Zyxel Circle partners. Standard Nebula accounts without Circle partner status cannot enable or use PAYG. To learn more about Zyxel Circle and how to become a Circle partner, please refer to the following link.
Prerequisites and Important Notes
Before proceeding with any Organization transfer scenario, please note the following:
A single Nebula account can create and manage multiple Organizations independently.

PAYG requires a two-level setup:
PAYG must first be enabled at the partner account level in Circle, including valid billing and credit card information.
After that, PAYG can be enabled per individual Organization. There is no option to enable PAYG globally for all Organizations at once.
Only approved PAYG (Circle) partners can enable PAYG for an Organization.
Organization transfer permissions are restricted to the Organization Owner. Other roles do not have transfer rights.
- In special cases where self-transfer is not available, customers must contact Zyxel Technical Support for assistance.
Such cases include, but are not limited to, the following situations:
- The original Organization Owner has left the company and is no longer reachable.
- The Organization transfer function does not work as expected. - A single Nebula account can create and manage multiple Organizations.
PAYG can be enabled only for selected Organizations and is not applied globally to all Organizations under the same account. As a prerequisite, the account must have Zyxel Circle (PAYG partner) status in order to enable PAYG. PAYG-related services are bound to the Organization and its PAYG status, but also depend on PAYG being enabled at the account level. If PAYG billing is not active on the account, PAYG services cannot be activated for any Organization.

Below are all organization transfer and PAYG Scenarios, depending on whether PAYG is enabled or disabled./
Scenario 1: Normal Licensed Nebula ORG → Normal Licensed Nebula ORG
Procedure: Standard ORG transfer
Notes:
No special handling required. This is the simplest and fully supported case.
Scenario 2: PAYG Nebula ORG → Normal Licensed Nebula ORG
Organization transfer scenarios may involve an Organization Owner change, a license model change (Normal License or PAYG), or both. Some scenarios include a license model change without an Organization Owner transfer.
Owner Transfer Scenario (organization is transferred to a new owner)
Disable PAYG on the source ORG
Go to the Zyxel Circle portal, select the Organization, and disable PAYG before starting the transfer.
Transfer the ORG to the new owner.
Disable PAYG Without Organization Transfer
In some cases, may need to disable PAYG for an Organization without transferring ownership.
Procedure:
- Go to the Zyxel Circle portal.
- Select the Organization.
- Disable PAYG.
Notes:
- The Organization owner remains unchanged.
- After PAYG is disabled, all PAYG-related license services will be suspended.
- The Organization will start using standard licenses, if available.
Scenario 3: Normal Licensed Nebula ORG → PAYG Nebula ORG
With Owner Transfer (organization is transferred to a new owner)
Perform a Standard ORG transfer.
After the transfer is completed, enable PAYG on the ORG under the new owner.
Scenario 4: PAYG Nebula ORG → PAYG Nebula ORG
In this scenario, both the current owner and the new owner have Zyxel Circle access and PAYG enabled.
There are two possible ways to transfer the organization:
Option 1: Disable PAYG before transfer
Disable PAYG on the source organization.
Perform a standard organization transfer to the new owner.
The new owner can enable PAYG again after the transfer.
Option 2: Transfer the organization without disabling PAYG
PAYG does not need to be disabled before the transfer.
Make sure that PAYG is active on the new owner’s account.
If any issues occur during the transfer, please contact Zyxel Technical Support to verify that the EC setup is correctly configured on the new account.
